In 2019, a criminal investigation commenced against eight Flagstaff massage parlors. The parlors were alleged to be partaking in human trafficking and sex trafficking. This operation, dubbed “Operation High Country Hydra,” resulted in 13 arrests. 

But, how far did Flagstaff PD have to go to get the evidence they were looking for? Were their actions legal, were they appropriate, and did they need to go as far as they did by having women play with their genitals?
