Weeks ago, COVID-19 cases in Arizona were in the double digits. Today we have 1,157 cases with 20 deaths. Jails are an absolute breeding ground for this virus due to increased crowding, delays in medical evaluation and treatment, rationed access to soap, water, and clean laundry, insufficient infection-control expertise, and prohibitions against the use of proven harm-reduction tools.
